Human Resources Directorate
Human Resources Directorate Responsibilities:
Contribution to the Preparation of Executive Plans: To develop specific executive plans for the fund's operations.
Implementation of Policies, Plans, and Programs: Executing the policies, plans, and programs established for the Directorate's operations.
Preparation of Human Resource Management Plans: Preparing plans related to human resource management in the fund and supervising all procedures related to the planning and organization of fund employees, including job structure formation, salary calculation, recruitment, working hours, leaves, promotions, transfers, secondments, separations, and terminations.
Job Load Analysis and Staffing Needs: Studying job loads, identifying shortages and surpluses, and determining the fund's human resource needs.
Preparation and Monitoring of Succession and Replacement Plans: Preparing and continuously monitoring succession and replacement plans.
Training Plans and Programs: Developing training plans and programs for employees, monitoring their execution, evaluating their effectiveness, and monitoring performance appraisal processes.
Identification and Analysis of Training Needs: Identifying and analyzing training needs for fund employees and preparing the annual training plan.
Budgeting for the Annual Training Plan: Preparing the budget estimate for the annual training plan.
Monitoring and Evaluating Training Impact: Monitoring, evaluating, and measuring the impact of training.
Statistics on Training Hours: Preparing statistics on training hours.
Strategic Planning: Developing and updating the fund's strategic plan coordinating with organizational units to ensure alignment with organizational goals.
Development and Review of Subsidiary Plans: Developing and reviewing subsidiary plans related to strategic planning, such as risk management plans, emergency plans, knowledge management plans, and corporate responsibility plans, in coordination with organizational units.
Proposals for Strategic Plan and Executive Action Plans Development: Proposing necessary improvements and developments for the strategic and executive action plans.
Monitoring Progress and Achievement: Regularly monitoring the progress and achievement of the strategic and executive action plans and issuing related reports.
Establishment of Performance Standards and Indicators: Establishing performance standards and indicators for measuring the fund's performance across all organizational units.
Performance Evaluation and Reporting: Periodically evaluating and reporting on performance and achievement at the fund's strategic, program, and organizational unit levels and making recommendations for addressing deviations.
Representation and Liaison: Acting as a representative for the Directorate and as a liaison officer with relevant entities, including the Institutional Development and Policy Presidency of the Prime Minister's Office, to provide necessary reports for performance monitoring and fund projects in line with national plans and government priorities.
Organizational Structure Development: Developing and updating the fund's organizational structure, identifying strengths and weaknesses, and proposing improvement and development opportunities by relevant regulations.
Review and Update of Job Descriptions: Regularly reviewing and updating job descriptions for organizational units.
Support for Innovation and Initiative: Supporting innovation and initiatives in excellence and innovation.
Resource Needs Assessment: Participating in assessing the fund's resource and capability needs to enhance its performance.
Establishment and Coordination of Awards: Establishing and coordinating awards programs, contributing to report preparation, supporting creativity and innovation, and coordinating with awarding authorities.
Technical Support for Decision-Makers: Providing technical support for decision-makers, managing the institutional performance assessment process, and monitoring and evaluating performance and achievement.
Design, Development, and Documentation of Processes and Procedures: Designing, developing, and documenting processes, procedures, and services in coordination with organizational units and reengineering and simplifying them as needed.
Measurement of Process Effectiveness: Measuring the effectiveness of applied processes and proposing improvement ideas in coordination with relevant entities.
Stakeholder Relationship Management: Managing relationships with partners and service recipients, establishing policies and mechanisms to enhance the level of service received, and periodically measuring recipient satisfaction.
Any Other Matters Related to Directorate Operations.
